Witnesses alerted authorities after spotting the child alone in the vehicle and attempting to provide shade.
An officer broke into the car to free the toddler after bystanders expressed concern that the child was 'fading'.
The boy, believed to have been in the car for 16 minutes, was evaluated by medics after being placed in an air-conditioned patrol car.
Both parents now face charges of reckless endangerment, and Child Protective Services has been notified.
